Abstract
Land acquisition for the Solo-Yogyakarta-NYIA Kulon Progo Toll Road is part of public infrastructure development aimed at improving regional connectivity. The implementation of land acquisition through compensation is expected to ensure fairness for affected communities. However, in practice, various community responses have emerged regarding both the process and outcomes of compensation. This study aims to examine the responses of compensation recipients, analyze the factors influencing those responses, and identify the obstacles and possible solutions in the implementation of land acquisition compensation in Ambarketawang Village, Gamping District, Sleman Regency. This research employed a qualitative method using a case study approach. Informants were selected through purposive sampling and consisted of compensation recipients, officials of the Sleman Land Office, Ambarketawang Village authorities, and other parties involved in the land acquisition process. Data were collected through interviews, observations, documentation, and literature review, then analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that community responses consisted of positive, negative, and ambivalent responses, while no neutral response was identified. These responses were influenced by the transparency of information and communication, public participation, the proportionality of compensation, and legal and institutional capacity, with the proportionality of compensation emerging as the most influential factor. The main obstacles included delays in compensation payments, weak communication and responsiveness of officers, staff rotation during the process, delayed handling of formal objections, and inaccuracies in initial data collection. Therefore, greater transparency, stronger communication, faster administrative processes, and improved service quality are required to ensure that future land acquisition is more equitable, participatory, and socially acceptable.
