Abstract

This research examines netizen reactions on social media regarding Government Regulation Number 18 of 2021 concerning Land Management Rights, Land Rights, Apartment Units, and Land Registration. Land holds multifunctional significance in Indonesian society; therefore, land policy reform represents a crucial issue requiring comprehensive understanding of legal acceptance in digital spaces. The study aims to identify factors influencing netizen reactions, analyze dominant concerns expressed, and map sentiment patterns across demographics and platforms. The overarching objective is understanding public opinion dynamics in the digital era and capturing law in action within Indonesia's online sphere. This qualitative descriptive-analytical research employs a juridical-empirical approach. Data collection combines non-participant observation and digital documentation across Instagram, Twitter/X, and TikTok. Purposive sampling prioritizes high-quality, regulation-relevant comments. Analysis follows Miles, Huberman, and Saldaña's interactive model, encompassing data condensation, presentation, classification, and conclusion-drawing with theoretical verification. Results reveal predominantly negative sentiment regarding electronic certificate security, restrictions on legacy ownership documentation, and land rights extension concerns. The research concludes that social media functions as significant public expression space, potentially influencing public opinion formation and government policy development regarding agrarian reform.
