Abstract

The Agrarian Reform Access Arrangement Program is one of the government's efforts to improve community welfare through empowerment activities in accordance with regional potential. One form of implementation is fish farming in Mojo Village, Surakarta City. This study aims to determine the quality of the implementation of the Agrarian Reform Access Arrangement Program through fish farming based on the principles of Total Quality Management (TQM) which include customer satisfaction, respect for everyone, fact-based decision-making, and continuous improvement. The study used a quantitative approach with data collection techniques in the form of questionnaires distributed to 34 respondents who received program benefits. Data were analyzed using descriptive statistics by calculating average values and grouping categories based on assessment intervals. The results showed that the quality of the implementation of the Agrarian Reform Access Arrangement Program through fish farming was in the very high category. All TQM principles received very good ratings from the beneficiary community. The community assessed that the program was appropriate to their needs, its implementation involved the community, decision-making was based on field conditions, and there were efforts to evaluate and improve the program. The results of this study are expected to be used as evaluation material for the Surakarta City Land Office in maintaining and improving the quality of the implementation of the Agrarian Reform Access Arrangement Program in the future.
