Abstract

This study examines the effectiveness of the Waqf Information System (Sistem Informasi Wakaf/SIWAK) as an instrument for accelerating waqf land certification in Banda Aceh City. SIWAK was developed by the Ministry of Religious Affairs in cooperation with the Indonesian Waqf Board (Badan Wakaf Indonesia) as a digital platform to inventory, map, and administer waqf land electronically. Banda Aceh presents a distinctive case due to its strong Islamic legal-administrative characteristics and the lingering administrative disruption caused by the 2004 tsunami, which destroyed many land and waqf ownership documents. This research employed a qualitative method with a descriptive approach, involving eight purposively selected informants from the Office of Religious Affairs, the Land Office (BPN) of Banda Aceh, nazhir (waqf managers), and community leaders, with data collected through interviews, observation, and documentation. The findings show that SIWAK has been implemented effectively, though not yet optimally: it improves system and information quality, supports inter-agency coordination, and provides tangible benefits such as more orderly administration and better data protection, in line with the DeLone and McLean information systems success model. SIWAK also positively influences the acceleration of certification by simplifying data retrieval for wakif, nazhir, land location, and administrative history, even though it does not directly issue land certificates. Supporting factors include government policy commitment and inter-agency cooperation, while inhibiting factors include incomplete legacy documentation from the tsunami, limited system integration, and the ongoing need for human resource capacity building and continuous data validation.
