Abstract
The Complete Systematic Land Registration (PTSL) Program is a government initiative aimed at accelerating land registration to ensure legal certainty of land rights. This study aims to analyze the synergy among the Semarang Regency Land Office, the Munding Village Government, and the community in the implementation of the PTSL Program, as well as to identify the challenges encountered and the strategies adopted to address them. This research employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation and analyzed using data reduction, data presentation, and conclusion drawing. The findings indicate that stakeholder synergy, supported by effective coordination, communication, and clear role distribution, contributed significantly to the successful implementation of the PTSL Program. Of the 941 registered land parcels, 932 (99.04%) were successfully certified. The main challenges included incomplete administrative documents, revisions of physical data, and duplicate land data, which were addressed through data verification, administrative assistance, and effective coordination among stakeholders. The study concludes that stakeholder synergy is the key factor in the successful implementation of the PTSL Program in achieving legal certainty of land rights.
