Abstract
This research is motivated by the ilegal conversion of forest areas into agricultural land in Ranggo Village, Pajo Sub-district, Dompu Regency, West Nusa Tenggara Province. Forest areas, which are legally subject to forestry law and cannot be encumbered with land rights, have in practice long been controlled and cultivated by the community as corn and rice farmland, resulting in legal uncertainty, tenurial conflicts, and environmental damage. This study aims to examine the process of ilegal forest conversion into agricultural land, its impact on the social, economic, and ecological conditions of the community, and the problems arising from such conversion, including the role of the National Land Agency (BPN) in addressing it. This research employs a qualitative method with an empirical and descriptive approach, using interviews, observation, and documentation study involving the Dompu Regency Land Office, the Environmental Agency, the Forest Management Unit (KPH), local government, and the people of Ranggo Village. The results show that forest conversion in Ranggo Village has taken place since around 2004 and increased significantly since 2012, driven by economic factors, limited land ownership, low community awareness of the ecological functions of forests, and weak supervision. The impacts include an increased risk of flooding, landslides, and erosion, as well as declining water sources and biodiversity, alongside short-term economic benefits in the form of increased community income. The main problem identified is tenurial conflict caused by discrepancies in spatial data between BPN and forestry agencies, as well as the absence of legal certainty over land tenure status. The role of BPN in handling forest conversion is preventive, namely ensuring that land proposed for rights is not located within forest areas, and coordinating with KPH and local government in resolving land conflicts. This study recommends the synchronization of spatial data among institutions, strengthening forest area supervision, and accelerating the implementation of agrarian reform under Presidential Regulation Number 62 of 2023 to provide legal certainty for the community without disregarding the ecological function of forest areas.
