Abstract

The Cross-Sector Land Registration Program is one of the Indonesian Government's initiatives to improve legal certainty over land rights for specific community groups through collaborative governance. This study aims to analyze the strategic value of collaboration in implementing the Cross-Sector Land Registration Program for salt farmers in Mangunlegi Village, Batangan District, Pati Regency. The research employed a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and document analysis involving the Pati Land Office, the Pati Marine and Fisheries Service, Mangunlegi Village Government, and salt farmers participating in the program. Data were analyzed using data reduction, data display, and conclusion drawing based on Ansell and Gash's Collaborative Governance framework. The findings reveal that collaboration was established through intensive communication, integration of prospective participant and location data, clear division of institutional responsibilities, and joint assistance throughout program implementation. The collaboration generated four strategic values: strengthening institutional coordination, improving the effectiveness of land administration services, enhancing legal certainty of land ownership, and supporting the economic empowerment of salt farmers through asset legalization. The study concludes that the success of the Cross Sector Land Registration Program should not only be measured by the number of land certificates issued but also by its ability to generate sustainable institutional, social, and economic benefits. Keywords: Collaborative Governance; Strategic Value; Cross-Sector Land Registration; Salt Farmers.
