Abstract

Rapid urban development in South Tangerang particularly around Jurangmangu Station has driven up land values due to the area's high accessibility and economic activity. This situation presents significant potential for implementing a Transit-Oriented Development (TOD) concept integrated with Land Value Capture (LVC) instruments as an alternative method for financing infrastructure development. This study aims to analyze land value appreciation in the Jurangmangu Station area and to formulate the most suitable LVC instrument to support TOD-based development. The research methodology employs spatial analysis specifically Geographically Weighted Regression (GWR) to identify factors influencing land values. The variables considered include distances to the station, green open spaces, bus stops, the Central Business District (CBD), healthcare facilities, educational facilities, and roads. Additionally, the Analytical Hierarchy Process (AHP) method is used to prioritize LVC instruments based on criteria such as regulatory availability, suitability for the type of development, implementation risk, socio-economic benefits, and financial benefits. The findings indicate that the Jurangmangu Station area has experienced significant land value appreciation driven by proximity to the CBD and the station, with patterns varying by location. The analysis reveals that the influence of the CBD on land value appreciation is more dominant than that of the station, although both factors contribute to land value changes in the area. Furthermore, the AHP analysis identifies "Joint Development" as the highest-priority alternative for LVC implementation in the study area.
