Abstract

Sand mining activities within the Mount Merapi National Park (Taman Nasional Gunung Merapi/TNGM), particularly in Ngablak Village, Srumbung District, have the potential to alter land cover, create inconsistencies in spatial land use, and generate social impacts. This study aims to analyze land cover changes between 2020 and 2025, evaluate their conformity with the 2024–2044 Magelang Regency Spatial Plan (RTRW), and identify the impacts of sand mining activities. The study employed a mixed-methods approach with a sequential explanatory design. Quantitative analysis was conducted through manual digitization of Google Earth Pro imagery using a Geographic Information System (GIS), followed by an overlay analysis with the 2024–2044 Magelang Regency Spatial Plan. Qualitative data were collected through interviews with the Mount Merapi National Park Management Resort of the Srumbung Area and the Ngablak Village Government. The results indicate that forest cover decreased by 82.87 ha, while sand and gravel mining areas increased by 79.82 ha. A total of 83.08% of land use was consistent with the spatial plan, whereas 16.93% of sand and gravel mining areas were inconsistent with the designated conservation zone. Sand mining activities provide economic benefits by creating employment opportunities and supplementary income for local communities, particularly during the agricultural off-season. However, these activities have also resulted in the loss of natural river embankments, reduced snakefruit plantation productivity, and conflicts among local communities.
