Abstract
The Sustainable Food Agricultural Land Protection Program (Perlindungan Lahan Pertanian Pangan Berkelanjutan/PLP2B) in Kapanewon Pandak, Kabupaten Bantul, faces mounting pressure from the conversion of agricultural land to non-agricultural uses, a consequence of the area's position as a buffer zone for district development. This study aims to evaluate the implementation of the PLP2B Program through four research questions: the outcomes of PLP2B implementation, the driving and inhibiting factors affecting implementation, the handling efforts and strengthening strategies undertaken, and the actual and potential impacts generated. This study employs a mixed-methods approach, combining descriptive qualitative analysis based on interviews with informants selected through purposive and snowball sampling, with Geographic Information System (GIS)-based spatial analysis using an overlay technique between existing land use maps with KP2B distribution maps, validated through an accuracy test achieving 95.15%. The results indicate that the overall area-based land use suitability of KP2B reached 97.15%, with LP2B suitability at 97.73% and LCP2B at only 62.83%—a pattern consistent with parcel-based suitability, where LP2B reached 97.77% and LCP2B 58.54%, indicating issues in the accuracy of zone designation in addition to challenges in controlling land conversion. The driving factors behind PLP2B implementation are reflected in institutional commitment and the economic benefits still perceived by farmers, while implementation barriers stem primarily from limitations in the policy implementation system—particularly the absence of a Regent Regulation (Peraturan Bupati) as the technical implementing rule—rather than from public resistance. Current handling efforts remain concentrated on preventive approaches through spatial planning instruments, while incentive and sanction mechanisms have yet to function effectively; future strengthening efforts should therefore be directed toward improving regulation and institutional governance, developing a spatial data-based monitoring system, sharpening incentive-disincentive instruments, and ensuring the economic sustainability of agriculture. The impacts observed have not yet reached a broad scale, but the declining trend in harvested area and rice production over the past three years signals a risk to local food security should land conversion continue without consistent control. Keywords: PLP2B, land use suitability, spatial analysis, land conversion
