Abstract

During the implementation of the PTSL Program at the Pamekasan Regency Land Office, delays occurred in the distribution of certain land certificates to the public, even though the issuance process had already been completed. This study aims to assess the effectiveness of the land certificate issuance validation process within the 2024 Complete Systematic Land Registration (PTSL) Program at the Pamekasan Regency Land Office. A qualitative method with a descriptive approach was employed. The findings indicate that the validation process for land certificate issuance under the program PTSL at the Pamekasan Regency Land Office was effective. Regarding quality, effectiveness was demonstrated by the accuracy of physical and legal data, adherence to standard operating procedures and PTSL technical guidelines, precision in data verification, and the existence of a rectification mechanism for data failing to meet requirements. In terms of quantity, effectiveness was evidenced by the achievement of the issuance target for Land Rights Certificates (SHAT)—totaling 33,530 land parcels—representing 100% of the established goal. Factors influencing the effectiveness of the validation process included incomplete required documentation, discrepancies between physical and legal data, the absence of boundary markers on some land parcels, and a limited understanding among some community members regarding the program's objectives and mechanisms. Nevertheless, these issues were successfully addressed through coordination among the Land Office, village governments, and the community, ensuring that the overall program objectives were not hindered. Keywords: Effectiveness, Validation, Complete Systematic Land Registration, PTSL Technical Guidelines, Land Certificates.
