Abstract
The Complete Systematic Land Registration Program (PTSL) is a national strategic program aimed at accelerating land registration to provide legal certainty to the public. The implementation of the budget efficiency policy based on Presidential Instruction Number 1 of 2025 resulted in adjustments in the implementation of the PTSL, particularly in aspects of the operational budget and program targets. This study aims to analyze the implementation of the PTSL Program after the budget efficiency policy, identify its impacts, and determine the strategies implemented by the Blora Regency Land Office in completing the PTSL Program. This study employed a qualitative method with a descriptive approach. Informants were selected purposively, consisting of the Head of the Blora Regency Land Office, the Head of the Survey and Mapping Section, the Chair and Members of the PTSL Task Force, and implementing officers. Data were collected through interviews, observation, and documentation, then analyzed using the Miles and Huberman model. The results of the study indicate that the implementation of the PTSL Program at the Blora Regency Land Office continues to run according to regulations despite budget efficiency. The impacts that arise are adjustments to annual targets and the roadmap for completion towards a Complete Regency due to operational budget limitations. However, service quality, human resource effectiveness, and community participation are maintained through resource optimization, more effective budget management, and strengthened coordination. This is evidenced by the increase in the number of registered land plots from 557,141 plots (86.57%) in 2024 to 604,658 plots (93%) in 2025. This study concludes that the budget efficiency policy does not hinder the implementation of the PTSL Program, but rather encourages adjustments to organizational strategies so that the program continues to run effectively in supporting the realization of Blora Regency as a Complete Regency. Keywords: Complete Systematic Land Registration (PTSL), budget efficiency, budget policy, Blora Regency Land Office.
