Abstract

Plaju District is an urban area in Palembang City experiencing development pressure from residential growth, industrial activities, trade, and other urban functions; therefore, controlling land-use change through the spatial pattern of the Regional Spatial Plan (RTRW) is essential to maintain orderly spatial utilization. This study aims to analyze the applicable RTRW spatial pattern in Plaju District, identify land-use changes during the 2020-2025 period, and evaluate the effectiveness of RTRW spatial pattern implementation in controlling land-use change. This research employed a descriptive-evaluative method with a spatial approach, supported by descriptive quantitative data and qualitative information. The data were obtained from Sentinel-2 satellite imagery, land-use maps, RTRW spatial pattern maps, spatial planning documents, and interviews with relevant informants. The analysis was conducted using supervised classification in ArcGIS and Geographic Information System-based overlay techniques to determine land-use changes and their conformity with the RTRW spatial pattern. The results show that Plaju District experienced land-use changes covering 331.74 ha or 20.35% of the total analyzed area, with the main trend being an increase in built-up land by 31.11 ha and a decrease in natural/semi-natural vegetation by 42.80 ha. The conformity analysis indicates that 1,213.32 ha or 74.43% of the area is classified as suitable, 176.56 ha or 10.83% as supportive, and 240.19 ha or 14.73% as unsuitable. Therefore, the implementation of the RTRW spatial pattern in Plaju District can generally be considered effective, although stronger monitoring, permit control, and enforcement of spatial utilization are still required. Further research is recommended to use higher-resolution imagery and examine the factors causing spatial utilization nonconformity.
