Abstract

Easily accessible land services are one way to improve the quality of public services. However, residents in the northern region of Tangerang Regency still face distance constraints to reach the Tangerang Regency Land Office. To address this issue, the Tangerang Regency Land Office introduced the MEMBARA (Mendekat Merapat Bersama Rakyat) service innovation. This study aims to analyze the implementation of the MEMBARA innovation, identify factors influencing its implementation, and measure service effectiveness from a user perspective. This study used a mixed-methods approach. Qualitative data were obtained through interviews with MEMBARA officials and staff, while quantitative data were obtained from a questionnaire administered to 45 respondents using a Likert scale. The implementation analysis refers to Rogers's theory of innovation characteristics, while factors influencing implementation use George C. Edward III's theory of policy implementation. The results show that MEMBARA implementation meets Rogers' five innovation characteristics and is supported by communication, task allocation, infrastructure, and staff commitment. Challenges encountered include suboptimal information dissemination and limited human resources. The effectiveness measurement obtained a score of 78.14%, categorized as effective, indicating that MEMBARA services are effective in improving access to land services for the community. Therefore, it is necessary to improve coordination, add human resources, and optimize the dissemination of information to support all services.
