Abstract
Digital transformation in the land administration sector through the implementation of electronic land certificates is part of the Indonesian government's effort to improve public service quality. The implementation of this service is influenced not only by technological and institutional readiness but also by community participation as service users. This study aims to analyze the level of community participation and its association with the implementation of electronic land certificates based on users' perceptions at the North Jakarta Land Office, focusing on residents of Tanjung Priok District. This study employed a quantitative method with an explanatory survey approach. Data were collected in 2026 through questionnaires distributed to 100 respondents selected using purposive sampling, consisting of residents of Tanjung Priok District who had used electronic land certificate services. Community participation was measured through indicators of information access, service process, procedural compliance, and evaluation and feedback. The implementation of electronic land certificates was assessed based on users' perceptions of service effectiveness, efficiency, transparency, security, and accountability. Data were analyzed using descriptive statistics and simple linear regression. The results indicate that both community participation and the perceived implementation of electronic land certificate services were rated as high. Simple linear regression analysis showed a positive and statistically significant association between community participation and the perceived implementation of electronic land certificate services (β = 0.585; p < 0.05). The coefficient of determination (R2) of 0.555 indicates that the model explains 55.5% of the variation in the perceived implementation of electronic land certificate services, while the remaining 44.5% is explained by factors outside the research model. These findings suggest that higher community participation is associated with better perceived implementation of electronic land certificate services. However, the findings should be interpreted as a statistical association rather than evidence of a causal relationship because the study employed a cross-sectional survey design. Keywords: Community Participation, User Perception, Electronic Land Certificate.
