Abstract
This study aims to evaluate the implementation of the Complete Systematic Land Registration Program (PTSL) at the Land Office of Rote Ndao Regency. The research was conducted to understand how the program has been implemented, what factors influence its effectiveness, and what strategies are used to overcome the obstacles encountered during implementation. The evaluation framework used in this study refers to William N. Dunn’s policy evaluation theory, which includes six dimensions: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research employed a descriptive qualitative approach. Data were collected through interviews, observation, and documentation involving relevant informants selected purposively based on their role and involvement in the PTSL implementation process. The focus of this research was placed on the implementation of the program in terms of administrative, technical, and social aspects in the context of land registration services in a rural and geographically challenging area. The findings show that the implementation of the PTSL program in Rote Ndao Regency has generally contributed to accelerating land certification and improving legal certainty for land rights holders. The program has also provided important benefits for the community by reducing the difficulty of accessing land registration services and supporting orderly land administration. However, the implementation is still constrained by several factors, including limited budget allocation, uneven public participation, incomplete land documents, geographical barriers, weather conditions, and unresolved family or customary land agreements. These constraints affect the achievement of program targets and reduce the overall effectiveness of implementation in certain areas. Despite these challenges, the program has shown positive outcomes in expanding land registration coverage and increasing public awareness of the importance of land certification. Based on the evaluation, the PTSL program in Rote Ndao Regency can be considered useful but not yet fully optimal. Its success depends not only on institutional capacity and administrative readiness, but also on community cooperation, effective socialization, and adaptive strategies that suit local conditions. Strengthening coordination between the Land Office, village governments, and the local community is necessary to improve program performance. In addition, better budget support, improved data verification, and more inclusive public outreach are needed to ensure that PTSL can achieve its objectives more effectively and equitably in remote areas.
