Abstract
Protected Paddy Fields (LSD) serve as a policy instrument for controlling the conversion of paddy field land. In practice, the designation of LSD areas may conflict with actual land use, land records, and spatial planning documents. This study aims to analyze the results of verifying LSD data against the Detailed Spatial Plan (RDTR) for Bandung City (specifically Planning Area VIII) in accordance with the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 2 of 2024 and to analyze the implementation of land-use change recommendations in support of controlling paddy field conversion. The study employs a qualitative method using a normative-empirical approach, supplemented by spatial analysis. Data were gathered through interviews, observations, document reviews, and spatial analysis, with data validity verified via source and technique triangulation. Research findings indicate the presence of 112 Sustainable Food Agricultural Land (LSD) parcels in Planning Area VIII, covering a total area of 295.21 hectares, this comprises 13 irrigated rice field parcels (41.26 hectares) and 99 non-irrigated rice field parcels (253.95 hectares). Verification results reveal a misalignment between the existing LSD sites and the spatial pattern directives outlined in the Bandung City Detailed Spatial Plan (RDTR). This situation demonstrates that LSD verification cannot rely solely on spatial overlay analysis but must also consider actual land-use conditions, land data, supporting documentation, and relevant regulatory provisions. Conducting verification in accordance with the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Number 2 of 2024 serves as a mechanism to integrate physical land conditions, land data, and spatial planning when determining the appropriate course of action for parcels designated as LSD. The implementation of recommendations for land-use change was analyzed through the case of a planned Bus Rapid Transit (BRT) depot in Rancanumpang Urban Village, Gedebage District. Of the 3.32 hectares covered by the application, 3.06 hectares overlapped with designated Sustainable Food Agricultural Land (LSD), while 0.26 hectares did not. Recommendations for land-use change were issued based on verification results, spatial planning, land conditions, and investment commitments for the development. However, monitoring and evaluation revealed that the project had not yet materialized, necessitating follow-up regarding the recipient's commitments. The study indicates that land-use change recommendations serve a preventive function through administrative and technical reviews prior to the change and an evaluative function through post-issuance monitoring and evaluation. Thus, the effectiveness of these recommendations as a tool for managing paddy field land use depends not only on procedural compliance and the issuance of the recommendation itself but also on consistent monitoring, evaluation, and the fulfillment of commitments by the recipient.
