Abstract

Digital transformation in public services has driven the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to implement an electronic land rights transfer service (LAHAN EKONIK). The Sleman Regency Land Office officially launched this service on August 15, 2025. As an area newly implementing the service, the Sleman Regency Land Office faces various obstacles in its implementation. This study aims to describe the implementation of the electronic land rights transfer service, the obstacles encountered, and the solutions applied at the Sleman Regency Land Office, focusing on the sale-and-purchase process through Land Deed Officials (PPAT). This study uses a qualitative method with a descriptive approach. Data were collected through observation, interviews with informants selected via purposive sampling, and literature review. The results show that the service has been implemented in accordance with applicable regulations, starting from the submission of applications by PPAT through the Mitra application, document verification, recording in the KKP system, to the issuance of electronic certificates. However, implementation still faces technical obstacles such as system and network disruptions, as well as non-technical obstacles such as data entry errors by PPAT. The solutions applied include reporting system disruptions to Pusdatin, improving communication with the public, strengthening coordination between the Land Office and PPAT, and enhancing human resource competency. This study is expected to serve as a reference for improving the quality of electronic-based land services in the future. Keywords: land rights transfer, electronic service, LAHAN EKONIK.
