Abstract

Land is a strategic resource requiring accurate, integrated, and accessible data for its management, particularly to support the identification of land designated as abandoned. This study was motivated by land data management practices at the Tegal Regency Land Office, which remain largely manual and fragmented, resulting in inefficient data retrieval, processing, and monitoring. Furthermore, there is currently no dedicated information system to support the identification of abandoned land. This research aims to analyze existing land data management and identification processes, identify functional requirements for a web-based land information system, and develop a system design to support the identification process. The study employs a qualitative Research and Development (R&D) approach utilizing the Waterfall software development method, limited to the requirements analysis and system design phases. The system design encompasses business process modeling using Unified Modeling Language (UML), database design, system architecture, and user interface design, without extending to actual system implementation. Data were collected through observation, interviews, and document analysis conducted at the Tegal Regency Land Office. Research findings indicate that current land data management processes are hindered by fragmented and non-integrated data, rendering the identification process inefficient. Users require a centralized information system capable of integrating physical and legal land data, providing search and filtering functions, an interactive dashboard, Right to Build (HGB) data summaries, preliminary identification based on predefined indicators, and reporting features. The study produces a comprehensive design for a web-based land information system that can serve as a decision-support tool for identifying land suspected of being abandoned, as well as a blueprint for future system development and implementation at the Tegal Regency Land Office. Keywords: decision support system, land information system, abandoned land, system design, Waterfall.
