Abstract

Population growth and urban activities in Walantaka District have increased the demand for settlement land and encouraged land use conversion, particularly from agricultural land into built-up areas. This condition may result in spatial-use incompatibility with the Detailed Spatial Plan of Serang City. This study aims to analyze land use changes in 2015, 2020, and 2025, project land use conditions for 2035, and develop a settlement zoning-based land use planning model. This study applies a quantitative method using a spatial and predictive modeling approach. Land use maps were produced from Google Earth Pro imagery and modeled in TerrSet using Land Change Modeler, Multilayer Perceptron, and Cellular Automata– Markov. The driving-force variables include population, distance to main roads, service centers, economic centers, and railway lines. Model validation was conducted using 180 reference points and evaluated through a confusion matrix, overall accuracy, and the Kappa coefficient. The results show that agricultural land decreased from 2,859.15 ha in 2015 to 2,438.19 ha in 2025, while settlement areas increased from 545.83 ha to 769.27 ha. The model achieved an overall accuracy of 91.67% and a Kappa coefficient of 0.90. By 2035, settlement areas are projected to reach 1,183.93 ha. Integration with the Detailed Spatial Plan indicates that 303.11 ha are classified as Permitted, 372.43 ha as Conditional, and 508.38 ha as Not Permitted. Based on these findings, the planning model consists of Consolidation Zones, Intensity Correction Zones, Conversion Control Zones, Strict Protection Zones, and Priority Verification Zones.
