Abstract

The Community Participation-Based Complete Systematic Land Registration Program (PTSL- PM) is one of the Indonesian Government's strategic initiatives to accelerate land registration and provide legal certainty regarding community land ownership. The success of the program is largely determined by the level of community participation throughout each stage of its implementation. However, the program continues to face various challenges that have limited the optimal involvement of the community. This study aims to analyze the level of community participation in the implementation of the PTSL-PM Program in Kota Dukuh Village, Munjul District, Pandeglang Regency, identify the factors influencing community participation, and formulate strategies to enhance public participation in the implementation of the program. This study employed a mixed methods approach using a sequential explanatory design. Quantitative data were collected through questionnaires distributed to PTSL-PM participants using a Likert scale, while qualitative data were obtained through interviews, observations, and documentation. Quantitative data were analyzed using descriptive statistical analysis, whereas qualitative data were analyzed through the processes of data reduction, data presentation, and conclusion drawing. The findings indicate that the level of community participation in the implementation of the PTSL-PM Program falls within the moderate category. Community participation was relatively high during the implementation and utilization stages but remained less than optimal during the decision-making and evaluation stages. Supporting factors included the community's motivation to obtain legal certainty over land ownership, support from the village government, the roles of the Village Task Force (Satgas Desa) and Community Groups (Pokmas), and the benefits gained after land certificates were issued. Meanwhile, inhibiting factors consisted of limited public understanding of PTSL procedures, insufficient socialization activities, socio-economic conditions, occupational commitments, and limited time and resources available to program implementers. Based on these findings, community participation can be enhanced through strengthened public outreach and education, optimization of the roles of the village government, neighborhood heads (RT), hamlet heads, and Community Groups (Pokmas), as well as improved coordination among stakeholders involved in the implementation of the PTSL-PM Program. Keywords: community participation, PTSL-PM, land registration, Kota Dukuh Village.
