Abstract

The construction of the Semantok Dam in Nganjuk Regency is one of Indonesia's national strategic projects that required land acquisition and the relocation of affected communities. The relocation process not only changed land tenure arrangements but also influenced the social conditions of the relocated community. This study aims to analyze changes in community land tenure following relocation, examine the social conditions of the affected community, and explore the processes of social adaptation and the sustainability of community life after the relocation caused by the Semantok Dam development in Sambikerep Village, Rejoso District, Nganjuk Regency. This study employed a qualitative research method using a case study approach. Data were collected through interviews, observations, and documentation involving relocated residents and relevant government institutions. The data were analyzed using the interactive model of Miles and Huberman, which consists of data reduction, data display, and conclusion drawing. The findings indicate that, prior to relocation, community members controlled land under Freehold Title (Hak Milik) and Letter C ownership records. After relocation, however, they occupied settlement land located within the Perhutani forest area, where legal certainty over land tenure has not yet been established because the land is still undergoing the Forest Area Land Exchange (Tukar Menukar Kawasan Hutan TMKH) process. This situation has created uncertainty regarding land tenure despite residents having occupied the relocation site for several years. From a social perspective, relocation has affected livelihoods, access to public facilities, and social relationships within the community. Nevertheless, residents have demonstrated the ability to adapt through community organizations, mutual cooperation activities, and religious events, enabling social cohesion to be maintained. Therefore, the completion of the TMKH process to provide legal certainty over land tenure, together with improvements in public infrastructure, remains essential to support the long-term sustainability of community life after relocation. Keywords: land tenure, relocation, Semantok Dam, social conditions, Forest Area Land Exchange (TMKH).
