Abstract

The success of the Complete Systematic Land Registration (PTSL) program is not only determined by policy and targets, but also by the behavior of surveyors as street-level bureaucrats and the collaboration built with the community and village task forces. This study aims to describe the behavior and collaboration of surveyors in implementing PTSL measurement in 2025 at the Pandeglang Regency Land Office. A qualitative descriptive method was used, with data collected through interviews, participatory observation, and documentation in three villages with different performance levels: Sukajadi, Kota Dukuh, and Sorongan. Data validity was examined through source and technique triangulation. The results show that surveyor behavior appears in three coping strategies, namely simplification of procedures, restriction of services, and categorization of service users, whose patterns vary according to each village's social and geographical conditions. Collaboration takes two forms: participatory collaboration between surveyors and the community, and vertical-functional collaboration between surveyors and village task forces. Villages with more flexible surveyor behavior and stronger participatory collaboration achieved higher PTSL performance. This study concludes that the success of PTSL implementation depends heavily on the adaptive capacity of front-line officers and the quality of multi-actor collaboration at the local level.
