Abstract
Land redistribution as part of Agrarian Reform aims to reduce inequality in land ownership and improve communities' welfare. However, its implementation on ex-Right to Cultivate (HGU) lands often faces complex land tenure disputes. This research aims to analyze the dynamic of land tenure conflict between local farmers and PT. Perkebunan Kopi Trisno Kenangan in Karang Sidemen Village, Central Lombok Regency, and its impact on the opportunities for land redistribution programs. This study uses a qualitative descriptive method. Data were collected through semi-structured interviews with local farmers, village officials, and representatives from the Regional Office of the National Land Agency (BPN) of West Nusa Tenggara Province, combined with field observation and documentation analysis. The data were analyzed using the interactive analysis model by Miles and Huberman, verified through source and technique triangulation. The results show that the dispute is a multidimensional agrarian conflict involving four main actors: local farmers, the former HGU holder, the Local Government, and the Land Bank. The conflict manifests in four forms: legal claim disputes, physical occupation disputes, administrative data-collection resistance, and inter-sectoral interest collisions. Legally, the HGU expired in 1980, turning the land into state-controlled land. Physically, 520 local household families have actively cultivated the land for generations. However, the conflict acts as an "administrative brake" that causes stagnation in the five stages of land reform because the land has not met the clean and clear criteria. The opportunity for land redistribution remains high legally, sociologically, and administratively (as P4T data is locked), but its execution strictly depends on the ability of the Agrarian Reform Task Force (GTRA) to formulate an integrative spatial allocation consensus that accommodates all stakeholders' interests. Keywords: Agrarian Reform, Land Redistribution, Land Tenure Conflict, Ex-HGU.
