Abstract
The Complete Systematic Land Registration Program (Pendaftaran Tanah Sistematis Lengkap-PTSL) is a government program aimed at accelerating land registration to provide legal certainty and legal protection for land rights holders. However, the implementation of the PTSL Program in Loonuna Village, South Lamaknen District, Belu Regency has not been fully embraced by the community. Many residents remain reluctant to participate due to several factors related to education, economic conditions, legal knowledge, and socio-cultural circumstances. Therefore, this study was conducted to analyze the community's interest in participating in the PTSL Program in Loonuna Village. This study aims to analyze the community's interest in participating in the PTSL Program and to identify the factors influencing such interest. The research employed a descriptive qualitative method. Data were collected through interviews, observations, and documentation involving 25 informants consisting of officials from the Belu Regency Land Office, the Head of Loonuna Village, and community members who had and had not participated in the PTSL Program. The findings indicate that the community's interest in participating in the PTSL Program in Loonuna Village remains relatively low. Of the 25 informants, 9 expressed interest in participating, while 16 were not interested. The factors influencing community interest include education, economic conditions, legal knowledge, and socio-cultural conditions. Low educational attainment and limited legal knowledge were identified as the most dominant factors affecting community interest. Economic factors are related to household financial conditions and perceptions regarding the obligation to pay Land and Building Tax (PBB) after the issuance of land certificates, while socio-cultural conditions are associated with the strong influence of customary law in land ownership and management.
