Abstract

This study aims to analyze the governance of the electronic document verification process for the issuance of electronic land certificates at the Bandung Regency Land Office, the factors influencing it, and its implications for the validity of the electronic certificates. The study employs an empirical legal research method with a qualitative approach. Data were collected through interviews, observations, and document analysis, and subsequently analyzed using a descriptive-qualitative method based on governance indicators: authenticity, completeness, conformity, and consistency. The results indicate that the electronic document verification process generally meets these four governance indicators. Authenticity is supported by digital authentication and audit trails; completeness is ensured through multi-layered checks; conformity is achieved by matching physical and legal data; and consistency is maintained through data synchronization within the land administration system. The governance of the verification process is influenced by three main factors: human resources, technology and information systems, and organizational structure and work procedures. Nevertheless, challenges remain regarding the quality of historical data, human resource limitations, technical system disruptions, and cross-agency data integration. The study concludes that the governance of the verification process plays a crucial role in ensuring the validity of electronic certificates by reinforcing administrative validity, legal certainty, data integrity, and public trust in digital land services. Keywords: governance, electronic document verification process, electronic certificate, certificate validity, digital land administration
