Abstract

This study examines the spatial dynamics of urban sprawl in Tegal Regency from 2005 to 2025 using a mixed-methods approach that integrates the Normalized Difference Built-up Index (NDBI) with an evaluation of local spatial planning policies. Based on the accuracy-assessed NDBI results, built-up areas in Tegal Regency are not distributed proportionally; rather, they are dominated by ribbon development patterns along primary arterial roads and leapfrog development spread across nearly all sub-districts, with density concentrated around economic growth nodes. The driving factors behind this phenomenon include accessibility and the enforcement of land-use regulations. Overall, urban sprawl in the study area generates both positive and negative impacts. The positive impacts are reflected in enhanced economic growth and secure areas, while the negative impacts are marked by spatial plan violations and traffic congestion. The analysis reveals that existing spatial control instruments are relatively weak, compounded by low public awareness and compliance. Finally, this study recommends spatial control models such as the Urban Growth Boundary (UGB), infill development, and the Transit-Oriented Development (TOD) concept to address uncontrolled ribbon development along primary arterial roads and manage urban sprawl, alongside a status quo approach to resolve violations in river buffer zones. Keywords: urban sprawl, ribbon development, leapfrog development.
