Abstract

Land records constitute vital documents with strategic legal standing in ensuring the certainty of land ownership rights. The flood disaster that struck the Grobogan Regency Land Office in March 2024 caused massive damage to land record files, thereby threatening the continuity of land administration services and legal certainty for the public. This study aims to analyze the contributing factors behind the damage to land records caused by flooding and to examine the post-disaster recovery measures undertaken. This study employs a qualitative method with a descriptive approach. Data were collected through field observation, in-depth interviews with selected informants using a purposive sampling technique, and document analysis. The findings reveal that archival damage was influenced by three primary factors: extreme rainfall intensity causing the overflow of the Lusi and Jajar Rivers, the failure of both structural and non-structural disaster mitigation systems, and inadequate temporary storage facilities that did not meet archival standards. Post-disaster recovery was carried out through the restoration of 99.31% of salvageable files, the disposal of 0.69% of irreparably damaged records, and the relocation of archives to a more adequate new building. This study concludes that protecting land records from flood hazards requires strengthened integrated mitigation systems, improved storage infrastructure, and the acceleration of records digitization as a long-term preventive strategy.
