Abstract
Access reform within agrarian reform schemes is often implemented sub optimally due to the application of uniform empowerment models that fail to account for local economic potential. The gap between policy and its implementation calls for a differentiated approach to access reform one grounded in community business potential data with the expectation of producing a tangible impact on improving community income. This study aims to identify the types of economic businesses in Mancasan Village, Baki Sub-district, Sukoharjo Regency, and to analyze their economic potential based on business income analysis and R/C ratio. A descriptive qualitative method was employed, with data collected through interviews with purposively selected informants, field observation, and the 2017 MSME Data of Baki Sub-district. Economic potential analysis was conducted through the calculation of revenue (TR), production cost (TC), profit (π), and R/C ratio. The study identified 285 business units distributed across four sectors: manufacturing (98 units), trade (95 units), services (86 units), and agriculture (6 units). All analyzed business types demonstrated R/C values above 1, indicating that all businesses are in a profitable condition and economically viable. Guitar full finishing recorded the highest net income (Rp31,510,000 per month), while egg- laying chicken farming achieved the highest R/C ratio (2.08). Based on these findings, access reform planning in Mancasan Village must consider strengthening the guitar industry cluster, with priority given to expanding market access, strengthening the product brand, and facilitating access to capital. Meanwhile, the agricultural sector, which plays a strategic role in food security, requires a farmer regeneration program through the involvement of the younger generation and the improvement of irrigation infrastructure.
