Abstract

This study examines the land valuation process for land acquisition objects identified as river buffer zones. The valuation was conducted using the market data comparison method, which utilizes transaction data and market conditions as the basis for determining the compensation amount. The study aims to identify the mechanisms and challenges involved in valuing river buffer zone land using the market data comparison method within the context of land acquisition for the Cabean Dam project. A descriptive qualitative approach was employed, with data collected through interviews, field observations, and document analysis. The results indicate that the valuation of river buffer zone land was carried out in accordance with the Indonesian Valuation Standards (SPI) 204, comprising three stages: scope of assignment (contract preparation), valuation implementation (data collection, inspection, data analysis, and application of valuation methods), and valuation reporting. Two main challenges were identified during the valuation process: first, the limited quality of market comparison data—characterized by the presence of six biased comparison data points and a lack of community information, making it difficult for the appraisal team to gather necessary details. Second, a discrepancy in perception between the community and the appraisal team regarding the appropriate and fair compensation amount, driven by an information gap between the two parties.
