Abstract

This study aims to identify the obstacles in the implementation of the Five-Minute Roya Service Program (Ralali) at the Surakarta City Land Office, and to analyze the strategies undertaken to optimize the implementation of the program. Ralali is a land service innovation aimed at accelerating the process of removing Mortgage Rights (Hak Tanggungan), launched by the Regional Office of the National Land Agency (BPN) of Central Java Province on June 2, 2025. This study uses a qualitative method with a descriptive approach. Data were obtained through interviews, observation, and document study involving the Head of the Rights Establishment and Registration Section, service officers, and members of the public using the service, selected through purposive sampling, with data validity examined through source and method triangulation. Obstacles were analyzed using Edward III's four variables of policy implementation, namely communication, resources, disposition, and bureaucratic structure, while strategies were analyzed through the 5M approach (Man, Money, Material, Machine, Method) and SWOT analy sis. The results show that the main obstacles to the implementation of Ralali lie in the effectiveness of information dissemination, which has not yet reached all segments of the community, and the absence of a specific Standard Operating Procedure (SOP), while the aspects of resources and disposition have run fairly well. The implementation strategy is supported by the availability of officers, the integration of budget and certificate data with the Land Computerization System (KKP), and the utilization of the KKP and KKP Web applications. The SWOT analysis recommends WO and WT strategies as priorities, namely developing a specific SOP, adding backup officers, expanding participatory outreach, and conducting periodic evaluations, to support a more consistent and sustainable implementation of Ralali.
