Abstract
The Complete Systematic Land Registration (Pendaftaran Tanah Sistematis Lengkap/PTSL) is a National Strategic Program aimed at ensuring legal certainty of land rights through the accelerated registration of all land parcels. The successful implementation of this program is determined not only by regulations, budget allocation, and technological support but also by the effectiveness of human resource management as the primary driver of field operations. The Palu City Land Office faced an ambitious PTSL target in 2024 while operating with a limited number of personnel who were simultaneously responsible for routine administrative duties and other priority services. In addition, studies specifically examining human resource management in achieving PTSL targets at the district or municipal land office level remain relatively limited. This study aims to analyze the human resource management practices implemented by the Palu City Land Office in the execution of the 2024 PTSL program and to identify the supporting and inhibiting factors related to human resources, along with the proposed solutions. This study employed a descriptive research design with a qualitative approach using the Ability, Motivation, Opportunity (AMO) framework, which conceptualizes organizational performance as the result of the interaction among employees' abilities, motivation, and opportunities. The research was conducted at the Palu City Land Office. Primary data were collected through in-depth interviews with key informants selected using purposive sampling, while secondary data were obtained from the Adjudication Task Force Decree, land administration regulations, and program performance data. Data validity was ensured through source and technique triangulation. The data were analyzed using the stages of data reduction, data presentation, and conclusion drawing, with the findings categorized according to the ability, motivation, and opportunity components of the AMO framework. The findings indicate that human resource management was implemented through the establishment of the PTSL Adjudication Task Force, which was organized into three teams: the Administrative Task Force, the Juridical Task Force, and the Technical (Surveying) Task Force. From the perspective of the AMO framework, the ability component was reflected in the assignment of employees according to their areas of expertise and the growing demand for digital competencies following the implementation of Electronic Land Certificates. The motivation component was demonstrated by the successful achievement of the entire target of issuing 2,000 land title certificates, representing 100 percent of the planned output. Meanwhile, the opportunity component was reflected in the clear division of responsibilities, support from external stakeholders, the availability of electronic service facilities, and the implementation of an extended working hours policy. Keywords: Human Resource Management; Complete Systematic Land Registration (PTSL); Ability, Motivation, Opportunity (AMO); Palu City Land Office.
