Abstract
The Complete Systematic Land Registration (PTSL) Program is a government program aimed at providing legal certainty of land ownership through accelerated land registration. The implementation of the 2025 budget efficiency policy requires optimal budget management in program implementation. Geographical and accessibility conditions in Malaka Regency present challenges to PTSL implementation. This study aims to analyze the relationship between budget efficiency and the effectiveness of the PTSL Program and to examine its implementation before and after the implementation of the budget efficiency policy at the Land Office of Malaka Regency. This study employed a mixed methods approach with a sequential explanatory design. Quantitative data were collected through questionnaires distributed to 40 respondents using saturated sampling and analyzed using validity, reliability, normality, Pearson Product Moment correlation, and hypothesis testing. Qualitative data were obtained through interviews and documentation to further explain the quantitative findings and examine PTSL implementation before and after the budget efficiency policy. The results showed a positive and significant relationship between budget efficiency and PTSL effectiveness, with a correlation coefficient of 0.573 and a significance value of < 0.001. The relationship was moderate and positive, indicating that increased budget efficiency tended to be accompanied by increased PTSL effectiveness. Qualitative findings showed that proper budget management, coordination among staff, and community participation supported the effective implementation of PTSL after the budget efficiency policy was implemented.
