Abstract

The issuance of Electronic Land Certificates under the land redistribution program forms part of the digital transformation of land administration services in Indonesia. The success of this policy depends not only on regulatory and technological readiness but also on public acceptance, particularly among rural communities. Rural communities generally continue to face infrastructure constraints and low levels of digital literacy, which may affect their ability to understand and accept electronic land administration services. This study aims to analyze public perceptions of Electronic Land Certificates and examine the influence of internal and external factors on public perceptions within the Land Redistribution Program in Temuguruh Village, Sempu District, Banyuwangi Regency. This study employed a quantitative method with an associative approach involving 82 respondents who participated in the 2024 Land Redistribution Program. Data were collected through questionnaires, interviews, observations, and documentation studies, and were analyzed using descriptive analysis and multiple linear regression. The results indicate that public perceptions of Electronic Land Certificates tend to be positive. Internal and external factors simultaneously have a significant effect on public perceptions, with an Adjusted R Square value of 71.7%. External factors have a more dominant influence than internal factors. This study concludes that socialization, trusted sources of information, and access to technology play important roles in strengthening public acceptance of Electronic Land Certificates.
