Abstract

Land administration services are one form of public service that continues to undergo transformation through the utilization of information technology. The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) developed the Sentuh Tanahku application as a digital service innovation to improve accessibility, transparency, and efficiency in land services. This study aims to analyze the effectiveness of the Sentuh Tanahku application in public services at the West Jakarta City Land Office, identify the obstacles encountered by users, and formulate strategies to improve the application's effectiveness. This study employed a mixed methods approach with a descriptive design. Quantitative data were collected through questionnaires distributed to 30 users of the Sentuh Tanahku application selected using purposive sampling, while qualitative data were obtained through interviews, observations, and documentation studies. Quantitative data were analyzed using descriptive statistics based on a Likert scale, and the findings were further supported by qualitative analysis. The results indicate that the Sentuh Tanahku application achieved an effectiveness score of 83%, which falls into the effective category. The application has facilitated access to land information, enhanced service transparency, and improved the efficiency of land administration services at the West Jakarta City Land Office. However, several challenges remain, including delays in updating application status, limited public understanding of the application's features, and insufficient public outreach. Non-technical challenges have been addressed through the assistance of front desk officers who provide information and guidance to service users. Therefore, improvements in system performance, real-time information updates, and public outreach programs are recommended to optimize the utilization of the Sentuh Tanahku application in supporting public services.
