Abstract

Land parcel dislocation constitutes a discrepancy between the location, boundaries, area, and land object recorded in land registration documents and the actual possession and physical condition of the land. This study aims to analyze the causes of land parcel dislocation in land certificates resulting from the land registration project conducted under Government Regulation Number 10 of 1961 in Sudimara Village, Tabanan District, Tabanan Regency, and to analyze the resolution strategies implemented by the Tabanan Regency Land Office. This research employed a qualitative approach with a single-case study design. Data were collected through semi-structured interviews, field observations, and documentation studies of relevant land records. The informants included officials of the Tabanan Regency Land Office, representatives of the Sudimara Village Government, rights holders, and parties familiar with the history of land possession. The data were analyzed through data reduction, data display, conclusion drawing, and verification. The findings indicate that land parcel dislocation was caused by human error, limitations in surveying equipment and methods, insufficient involvement of landowners and adjoining landowners, inadequate application of the contradictory delimitation principle, and ineffective dissemination and public announcement of the land registration results. These conditions resulted in exchanged parcel positions, shifted boundaries, discrepancies in parcel shape and area, and inconsistencies between rights holders and land objects. The resolution strategy was implemented collectively through the inventory and verification of land documents, resurveying, boundary rearrangement, agreements among the parties, preparation of official reports, and correction of registration maps, survey documents, land books, and certificates. The resolution was undertaken through land registration data maintenance procedures and, where necessary, land case-handling mechanisms. The collective approach was considered the most appropriate strategy because the affected parcels were spatially interconnected and could not be corrected individually without potentially creating new overlaps or disputes. Keywords: land parcel dislocation, land certificate, land registration, data correction, legal certainty.
