Abstract
The implementation of electronic land certificates is part of the digital transformation in land administration services initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to improve service efficiency, ensure data security, and provide legal certainty for land rights, including waqf land. However, the implementation of electronic certificates for the first-time registration of waqf land still faces various challenges related to technical aspects, administrative procedures, human resources, and public understanding of electronic-based land services. This study aims to analyze the implementation of electronic certificates for the first-time registration of waqf land at the Malang City Land Office, identify the obstacles encountered during the implementation process, and formulate appropriate strategies to overcome those obstacles. This research employed a descriptive qualitative approach. Data were collected through in-depth interviews, observations, and document analysis. The data were analyzed using the Miles and Huberman interactive model, consisting of data collection, data reduction, data display, and conclusion drawing. Furthermore, the findings were integrated with a SWOT analysis to identify internal and external factors and formulate implementation strategies. The results indicate that the implementation of electronic certificates for waqf land has been carried out in accordance with applicable regulations through document verification, validation, digitization, and electronic certificate issuance. The implementation has improved service efficiency, data security, and legal certainty. Nevertheless, several obstacles remain, including system maintenance, limited human resource competencies, incomplete waqf land documents, and low public digital literacy. Based on the SWOT analysis, the recommended strategies include improving human resource capacity, strengthening information technology infrastructure, enhancing coordination with relevant institutions, expanding public outreach programs, and reinforcing the security of the land information system. Keywords: Implementation, Electronic Land Certificate, Waqf Land, First-Time Land Registration, SWOT Analysis.
