Abstract
The Complete Systematic Land Registration (PTSL) Program is a government initiative aimed at accelerating land registration to ensure legal certainty of land rights. However, its implementation still encounters problems, particularly overlapping land certificates, which create legal uncertainty and require resolution by the Land Office. This study aims to identify the typology of problems causing overlapping land certificates after the implementation of the Complete Systematic Land Registration (PTSL) Program in Lumbung Village, Ciamis Regency, analyze the dispute resolution mechanism, and examine its conformity with the General Principles of Good Governance (GPGG). This study employed an empirical juridical research method using a case study approach and descriptive qualitative analysis. Data were collected through interviews, observations, and document studies conducted at the Ciamis Land Office. The analysis was carried out by identifying the typology of land problems based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 15 of 2024, followed by an analysis of the dispute resolution mechanism based on Regulation Number 21 of 2020 and the General Principles of Good Governance. The results show that the overlapping land certificate case following the implementation of the PTSL Program can be classified into three typologies, namely land rights determination and land registration, land tenure and ownership, and land location and boundary. The dispute resolution process was carried out in accordance with the stages stipulated in the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 21 of 2020. The findings indicate that the resolution mechanism complies with the applicable regulations and reflects the implementation of the General Principles of Good Governance in land administration. Keywords: Complete Systematic Land Registration (PTSL); overlapping land certificates; typology of land problems; land dispute resolution; Good Governance.
