Abstract

Land use in rural areas such as Kapanewon Minggir, Sleman Regency, continues to change in line with population growth and economic activities, creating the potential for inconsistencies with the West Sleman Detailed Spatial Plan (RDTR) 2021–2041. This study aims to (1) map the existing land use conditions in Kapanewon Minggir in 2025 and (2) analyze the inconsistencies between existing land use and the RDTR, as well as identify the dominant types of land use that do not conform to the spatial plan. This research employed a quantitative descriptive method with a spatial approach based on Geographic Information Systems (GIS). Existing land use data were obtained through on-screen digitizing of Google Earth imagery for 2025 and analyzed using an overlay technique with the RDTR spatial pattern map and the Intensity Transition Based Cross Matrix (ITBX). The results show that, of the total study area of 2,948.103 ha, land use is dominated by agricultural land covering 1,563.190 ha (53.024%) and residential areas covering 947.746 ha (32.148%). The land use conformity analysis indicates that Category I (permitted) covers 2,874.730 ha (97.51%), while Category X (not permitted) accounts for only 15.882 ha (0.54%). The dominant land use inconsistency is agricultural land located within the Public Service Facilities Zone (SPU), covering 10.11 ha (63.63%), followed by residential land located within protected and agricultural zones, covering 4.43 ha (27.85%). The findings of this study are expected to serve as a reference for local governments in controlling spatial land use and as an academic reference for future studies on land use conformity with the Detailed Spatial Plan (RDTR).
