Abstract

The digital transformation of land services through the implementation of Electronic Dependent Rights (HT-el) aims to increase the effectiveness, convenience, and efficiency of Dependent Rights registration services. However, in its implementation, various technical and administrative obstacles are still found that can hinder the service process. This study aims to find out the implementation of HT-el services at the Magetan Regency Land Office and analyze the technical system, procedural, and regulatory problems that arise in its implementation. This study uses a qualitative method with a normative juridical approach strengthened by empirical data. Data collection was carried out through interviews with informants involved in HT-el services, namely officers of the Magetan Regency Land Office and PPAT, as well as through observation and documentation. The data was analyzed using analytical descriptive techniques to determine the suitability between the provisions and practices of the implementation of HT-el services. The results of the study show that HT-el services at the Magetan Regency Land Office have been running according to the electronic service mechanism, with the division of roles between PPAT, creditors, and the Land Office. However, technical problems are still found in the form of unresponsive systems or errors, limited file sizes, and limited features for re-uploading repaired documents. Procedural problems include incompleteness and inconsistency of documents, the quality of digital documents that are opaque, truncated, or difficult to read, differences in recording between physical and electronic certificates, and limited time to repair files. In the regulatory aspect, the implementation in general has been in accordance with the applicable regulations, but there are still practical adjustments in the re-upload of corrected documents through other document columns when the appropriate column is not available or has been locked, so that it is not fully in accordance with the document classification in the HT-el system. This condition shows that optimizing HT-el services requires increasing system reliability, accuracy of the parties, document quality, and conformity of implementation with technical provisions so that services can take place in an orderly, consistent manner, and provide certainty in their completion.
