Abstract
This study aims to analyze the characteristics of compensation rejection, the determining factors, the settlement mechanisms, and the impacts of compensation rejection in land acquisition for the Solo–Yogyakarta Toll Road Project in Klaten Regency. The research employed a descriptive qualitative approach using a case study method. Data were collected through in-depth interviews, observation, and documentation involving affected landowners, village officials, the Klaten Land Office, and other relevant stakeholders. Data analysis followed the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The findings reveal that compensation rejection in Klaten Regency can be classified into three main forms: procedural rejection, substantive rejection, and social action. The determinants of rejection consist of internal factors, including emotional attachment to inherited land, concerns over declining welfare, and family administrative disputes, as well as external factors such as valuation methods perceived as failing to accommodate future commercial value, limited transparency, and inadequate participatory communication. Village- level mediation proved effective in resolving administrative disputes but was less successful in addressing compensation value disagreements. Meanwhile, litigation and court consignment mechanisms accelerated project implementation but did not fully satisfy the community's sense of justice. Compensation rejection also resulted in construction delays, project design adjustments, social conflicts, declining economic welfare, and psychological trauma among affected communities. Therefore, improving valuation transparency, participatory communication, and mediation mechanisms is essential to ensure a fairer, more effective, and sustainable land acquisition process. Keywords: Land Acquisition, Compensation, Compensation Rejection, Solo– Yogyakarta Toll Road, Klaten Regency.
