Abstract
The digital transformation of land administration through electronic land certificates requires accurate, complete, consistent, and up-to-date spatial data. This study aims to describe employees’ perceptions of spatial data quality, describe employees’ perceptions of the effectiveness of electronic land certificate issuance, and analyze the relationship between these two variables at the Cirebon City Land Office. This research employed a quantitative approach with a correlational survey design. The population and sample consisted of 30 employees directly involved in spatial data management and electronic land certificate issuance, comprising 17 employees from the Survey and Mapping Section and 13 employees from the Land Rights Determination and Registration Section. The respondents were selected using total sampling. Data were collected through questionnaires and analyzed using descriptive statistics and the Pearson Product-Moment correlation. The results showed that employees’ perceptions of spatial data quality were categorized as good, with an average score of 2.75. Temporal quality obtained the highest score of 3.05, while logical consistency obtained the lowest score of 2.22 and was categorized as poor, indicating that overlaps and gaps between land parcels remain a significant issue. Employees’ perceptions of the effectiveness of electronic land certificate issuance were also categorized as good, with an average score of 2.97. The Pearson correlation analysis produced a coefficient of 0.680 with a significance value of less than 0.001. These findings indicate a positive, strong, and statistically significant relationship between employees’ perceptions of spatial data quality and the effectiveness of electronic land certificate issuance. Therefore, improvements in logical consistency, resolution of overlaps and gaps, and synchronization between spatial and juridical data are necessary to support more effective electronic land certificate services. Keywords: electronic land certificate, employee perception, service effectiveness, spatial data quality, land administration
