Abstract

The Bekasi Regency Land Office has one of the highest application volumes in Indonesia. The vast area and the central location of the government center mean applicants have to travel long distances and time to process conventional land registration. Furthermore, there are problems with pending and piling up files and long queues. As a solution, the Bekasi Regency Land Office developed the Smart Online Self-Service Application (LAMPION) in December 2021 to expedite the electronic land registration application process. This study aims to determine the effectiveness of the LAMPION application in accelerating the land registration application process and identify obstacles or barriers encountered in its implementation. The study used a mixed method with a Convergent Parallel Design approach, combining quantitative data through questionnaires with 100 respondents who used the application, and qualitative data through interviews with service officers selected purposively. Effectiveness was measured through three indicators: productivity, responsibility, and goal achievement. The results showed that the LAMPION application achieved an effectiveness score of 78.95% of the total maximum score, which is included in the "very effective" category in accelerating the land registration service process. However, several obstacles were identified in its implementation, including network/internet connection issues, technical system constraints such as duplicate scans and file upload size limitations, and low digital literacy among some applicants, particularly the elderly. This study recommends regular internet network maintenance, application feature development, and broader public outreach to optimize the LAMPION application's use. Keywords: Effectiveness, LAMPION application, land registration, digital transformation, land services.
