Abstract
The conversion of paddy fields in Sleman Regency has continued to increase along with the expansion of residential areas, commercial activities, public services, and infrastructure development. These land use changes have reduced the extent of productive agricultural land, resulting in a decline in rice production and posing a potential threat to regional food security. Although the government has established spatial utilization control instruments, the implementation of incentive mechanisms to curb the conversion of paddy fields has not yet been carried out optimally. Therefore, this study aims to formulate incentive mechanisms based on the preferences of landowners and the government to preserve paddy fields in Sleman Regency. This research employed a quantitative approach by integrating remote sensing analysis, rice carrying capacity analysis represented by the ratio between rice availability and rice demand, and the Probability Unit analysis. The results indicate that, during the period of 2016–2025, built-up land increased by 8.37%, open land increased by 0.11%, while paddy fields decreased by 6.54%, plantations decreased by 5.88%, water bodies decreased by 0.03%, and forest areas remained unchanged. The total rice availability in Sleman Regency was 133,178.25 tons, while the total rice demand was 105,927.16 tons, resulting in a rice carrying capacity value of 25.87, which classifies Sleman Regency as having a food surplus. Based on the Probability Unit analysis, appropriate incentive mechanisms were identified to preserve paddy fields in Sleman Regency. The recommended incentives include a 31% reduction in Land and Building Tax (PBB), the provision of irrigation and road infrastructure, and a 36% subsidy for agricultural production costs. Keywords: Land use conversion, incentives, food security.
