Abstract

Budget efficiency at the Survey and Mapping Section of the Sleman Regency Land Office created unequal consequences between routine land measurement services and strategic mapping programs. Regular services continued because they were supported by Non-Tax State Revenue, whereas activities dependent on the work unit budget experienced substantial restrictions. A qualitative descriptive-comparative approach was applied through semi-structured interviews, observation, and document analysis by comparing conditions before and after the policy. The findings show that approximately 50% of the land measurement service budget was initially withheld, while the orthophoto mapping budget was fully blocked throughout 2025. The target for land measurement services covering areas below 25 hectares decreased from 10,000 to 9,400 parcels in 2025 and from 9,500 to 4,750 parcels in 2026. More severe reductions occurred in strategic programs: the third-party Complete Systematic Land Registration parcel mapping target declined from 18,000 to 1,478 hectares, or 91.8%, while the outreach target fell from 38 to four documents, or 89.5%. Regular measurement output increased from approximately 600–700 to 1,200–1,300 parcels per month. However, this increase resulted mainly from backlog settlement and personnel reassignment rather than improved organizational efficiency. Measurement accuracy and service continuity were maintained through stronger quality control, although equipment calibration, maintenance, capital expenditure, field equipment, and orthophoto coverage were delayed. Budget efficiency therefore preserved routine services but weakened strategic mapping capacity and long-term land administration targets.
