Abstract

The rapid development of information technology has driven Indonesia's Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to implement Electronic Land Certificates as part of the digital transformation of land administration services. However, the success of this policy depends heavily on public perception and acceptance, particularly in regions with diverse social characteristics and digital literacy levels such as Pandeglang Regency. This study aims to describe the public perception of Pandeglang Regency's community toward the implementation of Electronic Land Certificates, based on the aspects of attitude, interest, experience, motivation, and expectation. A descriptive quantitative approach was employed through a survey method involving 100 respondents, determined using the Lemeshow formula with a random sampling technique. Data were analyzed using descriptive statistics, namely mean values and standard deviation. The results show that public perception of the Electronic Land Certificate is generally positive, with an overall mean score of 4.02. The Attitude indicator obtained the highest score (4.48; Very Positive), followed by Expectation (4.34; Very Positive), Motivation (4.09; Positive), and Interest (4.07; Positive), while the Experience indicator recorded the lowest score (3.12; Fair). These findings indicate that although the public welcomes and holds high expectations for this policy, direct usage experience remains limited, highlighting the need for improved outreach, education, and assistance to ensure the benefits of the Electronic Land Certificate are felt evenly across the community.
