Abstract
Agrarian Reform is not only oriented toward asset restructuring but also requires access restructuring to enable communities to utilize land productively and sustainably. This study aims to analyze the implementation of the business assistance program within the framework of Agrarian Reform access restructuring and to examine the changes and interrelationships among the five livelihood capitals based on the Sustainable Livelihood Framework (SLF) in Muara Burnai II Village, Lempuing Jaya District, Ogan Komering Ilir Regency. This research employed a qualitative method with a descriptive-analytical approach. Data were collected through in-depth interviews, observations, document analysis, and questionnaires as supporting data. Data were analyzed using the stages of data reduction, data display, and conclusion drawing based on the Sustainable Livelihood Framework. The results show that the implementation of the business assistance program has been carried out through various activities aimed at enhancing community capacity, facilitating business development, and strengthening local institutions within the framework of Agrarian Reform access restructuring. However, several activities still require further follow-up, resulting in program benefits not being fully experienced by all community members. The program has contributed to changes in human, social, financial, physical, and natural capital, with varying levels of improvement across each livelihood capital. Furthermore, the findings indicate that these five livelihood capitals are interconnected in supporting sustainable livelihoods. Therefore, the success of access restructuring depends not only on the implementation of individual program activities but also on the synergy among livelihood capitals and the continuity of assistance provided by relevant stakeholders.
