Abstract

This study aims to analyze the effectiveness of the Weekend Land Service Program (PELATARAN) implemented at the Bogor Regency I Land Office in West Java Province, as well as to identify the factors influencing its implementation. The PELATARAN program is a public service innovation from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), designed to accommodate applicants who are unable to process land administration documents during regular working hours (Monday–Friday) by offering priority services on Saturdays and Sundays. This research employs a quantitative method with a descriptive approach, using a questionnaire distributed to 67 respondents selected through purposive sampling, all of whom are users of the PELATARAN program at the Bogor Regency I Land Office. Effectiveness was measured using three indicators adapted from the effectiveness theories of Gibson and Richard M. Steers: goal achievement, productivity, and satisfaction. The instrument was tested for validity using the Pearson Product Moment Correlation and for reliability using Cronbach's Alpha, both of which confirmed that all items were valid and reliable. The results show that the goal achievement indicator obtained the highest average score (4.22, categorized as "very effective"), followed by the satisfaction indicator (4.18) and the productivity indicator (4.12), both categorized as "effective." The overall average score across the three indicators was 4.17, placing the implementation of the PELATARAN program in the "effective" category. Supporting factors include clear program objectives and direct handling by rights holders, while inhibiting factors include limited queue capacity, system constraints, and applicants' limited understanding of online registration and supporting applications.
