Abstract
Juridical implementation of certificate cancellation following the Administrative Court Decision No. 4/G/2025/PTUN.SBY in Surabaya. The case arose from the issuance of Land Ownership Certificate No. 2672 in Sumberarum Village, Bojonegoro, which contained administrative defects by altering the southern boundary from private land to a farm road (Jalan Usaha Tani/JUT). Although the court declared the certificate null and ordered the Land Office to cancel it, execution has not been fully carried out, leading to legal uncertainty and horizontal social conflict. Using a juridical-empirical approach with qualitative descriptive analysis, the study finds that the delay stems from the dilemma between legal compliance and the existence of public infrastructure. The implications include unclear land status, social sanctions against the landowner, and disruption of community stability. The research recommends strengthening PTUN execution mechanisms, enhancing inter-agency coordination, and balancing legal certainty with the social function of land.
