Abstract

The Jempol Beach Local Protection Zone (ZLS) area has an important function as a protector of coastal areas from abrasion, flash floods, extreme waves, and tsunami threats. However, actual conditions show that there is a use of space for local roads, residences, stalls, kiosks, and various economic activities of the community. This study aims to analyze the level of suitability of space use to the 2023 Sumbawa Regency Detailed Spatial Plan and identify the factors behind the incompatibility of space use in the area. This study uses a qualitative method with a spatial approach. Data was obtained through interviews, field observations, documentation, and analysis of RDTR documents. Spatial analysis was carried out using a Geographic Information System through an overlay technique between the actual space utilization map and the RDTR zoning map. The validity of the data was tested through triangulation of sources and techniques. This approach is used to connect spatial conditions with social, economic, community behavior, and institutional aspects that affect the use of space in Jempol Beach. The results showed that the the non-conformity reached 65%. Appropriate uses include local beach boundaries and roads, while inconsistencies are mainly found in some stalls or stalls that intersect with ZLS. The non-conformity is simultaneously influenced by the economic needs of the community, low understanding of zoning boundaries, habits of space use before the determination of RDTR, and lack of optimal socialization, supervision, and coordination between agencies. Therefore, it is necessary to socialize the RDTR, install zone boundary markers, collect building and business data, arrange the location of economic activities, and strengthen institutional coordination so that the control of space use takes place more effectively, fairly, and sustainably. This step is expected to be able to maintain the function of protecting the area while accommodating the economic interests of the community in a proportionate and orderly manner.
